Joseph Pennell (1857-1926)
From a suite of 7 St. Louis subjects (one of which was never published and exists in a unique copy in the Library of Congress). The preliminary work for these prints was done in 1917, but with America's entry into World War I the project was put on hold and they were not printed and published until 1919. More Info
